www.wtop.com/?nid=428&sid=1415665 WASHINGTON - Starting this weekend, police in the District will begin shutting down high-crime neighborhoods and requiring drivers to present identification before they are allowed to pass through checkpoints. Last weekend's murder spree in the District prompted leaders to take action. The new initiative, called "Neighborhood Safety Zones," allows D.C. Police Chief Cathy Lanier to designate areas where there have been an outbreak of violence. Once an area is designated, signs and checkpoints will go up and neighbors will be notified. Any car trying to enter the designated neighborhood will be stopped, and drivers and passengers will have to produce identification. They will also have to give an explanation as to why they are there. Pedestrians will not be affected by the new policy. According to the Police General Order obtained by the Washington Examiner, anyone who refuses to provide identification can be arrested. The zones must be approved by Lanier, and will be in effect 24 hours a day for a maximum of 10 days. The checkpoints will be set up on major roads and will operate at random hours while the designation is in effect. "We're not going to be predictable," says Lanier. The first neighborhood to be shut down will be part of Trinidad in Northeast, D.C., near Florida Avenue. More zones could be established if there is evidence to support violent crime in the neighborhood, such as intelligence, violent crime data, police reports and feedback and concerns from the community. Interim D.C. Attorney General Peter Nickles says the "provisions are fully constitutional." "This is an unusual remedy for a very unusual time period with respect to homicides." Eight people were killed and at least eight wounded in weekend violence in the District. The deaths bring this year's homicide total in the city to 73. It's the first time this year that the number has exceeded the tally from the same date in 2007. Most of the weekend killings happened in the 5th Police District in Northeast. "Welcome to Baghdad, D.C.," says Art Spitzer with the ACLU. "In this country, you don't need identification papers and to give an explanation for why you want to go from one neighborhood to another." D.C. Councilmember Phil Mendelson calls the tactics illegal. "I support increased police presence to reduce crime, but to stop innocent people, require identification, and require everyone to explain themselves is unlawful." indeed... the similarities are worth talking about.. what is going on in iraq is like a big police action to control gangs, tribes, militias, clans, local armed groups of ethnic/religous men bent on controlling their turf and expanding it and pushing out their rivals. thing is most of iraq is this way.. and most of the us is not that way. But there are pockets in all cities of this stuff. and it aint a black thing, you got all colors and ethnic groups.. mayhap we could bring the troops home to take care of our gangs.. clean up the ghettos and barios.. make it safe... if you are not of the local tribe, and you go try to live there, i wonder how long you would last before you were tatooed, screwed, stewed and eaten (talkin about your local ghetto here).. mayhap o(b/s)ama will change all dat... |

I hope DC does more, sets up more check points. I also hope that many other cities do the same, that way this show can get started and so everyone who always defends government can eat a boot w/drivers license. Its not like these checkpoints are going to magically stop happening...

Her bona fides Cathy L. Lanier was named Chief of Metropolitan Police Department by DC Mayor Adrian Fenty. She officially assumed the leadership position on January 2, 2007. On April 3, 2007, members of DC Council approved confirmation. Chief Lanier has spent her entire law enforcement career with the Metropolitan Police Department, beginning in 1990. Most of her career has been in uniformed patrol, where she served as Commander of the Fourth District, one of the largest and most diverse residential patrol districts in the city. She also served as the Commanding Officer of the Department's Major Narcotics Branch and Vehicular Homicide Units. More recently, Chief Lanier served as Commander of the Special Operations Division (SOD) for four years, where she managed the Emergency Response Team, Aviation and Harbor Units, Horse Mounted and Canine Units, Special Events/Dignitary Protection Branch, and Civil Disturbance Units. During her tenure as SOD Commander, she established the agency’s first Homeland Security/Counter-Terrorism Branch and created an agency-wide chemical, biological, radiological response unit known as the Special Threat Action Team. In 2006, the MPDC's Office of Homeland Security and Counter-Terrorism (OHSCT) was created, and Chief Lanier was tapped to be its first Commanding Officer. A highly respected professional in the areas of homeland security and community policing, she took the lead role in developing and implementing coordinated counter-terrorism strategies for all units within the MPDC and launched Operation TIPP (Terrorist Incident Prevention Program). Chief Lanier is a graduate of the FBI National Academy and the federal Drug Enforcement Administration’s Drug Unit Commanders Academy. She holds Bachelor's and Master’s Degrees in Management from Johns Hopkins University, and a Master's Degree in National Security Studies from the Naval Postgraduate School in Monterey, California. She is certified at the technician level in Hazardous Materials Operations. |

You ever been into the areas with "high crime" in DC? Before you go shitting on the MPD I would suggest you do a ridealong with the Dept. and see what it is really like there. I plan on applying to MPD after I graduate college and have talked to many MPD officers and did a ridealong in NE in the 6th District which is the most violent. We spent ALL NIGHT in the "high crime" areas.... I have the utmost respect for those officers. They've got a hard job...cut 'em some slack. |
