Hi Dueskid,
All hats require a minimum of two events in order to be invited to take a hat.
Full Appleseed hat "rankings" are
Blue = Apple Core. As Topper said, Applecore are administrative volunteers. Some are helping in what capacity they can until they can score and change to Orange, but many have scored and still wish to remain Admin, without becoming instructors. Heck, I've had a couple that don't even shoot, but they come and listen and help because they believe in the program.
Orange = Instructors in Training. They've been to at least two events and have shot the Rifleman's Score. Their job is to learn the be the most effective instructors they can be, mentoring students and new IITs as they come along, until they reach.....
Red = full Instructors, having worked a number of events to learn their craft and completed a series of tests to reach that level. They are mentors to Orange hats. They can sign off on IIT history presentations at Libertyseeds where a Green hat may not be present.
Green = Shoot Boss or designated Shoot Boss. Shoot bosses get additional training and time to learn to run shoots with simplicity and precision, and handle the inevitable paperwork. A designated Shoot Boss can do all of those things, plus they're authorized to help other Instructors become Shoot Bosses, as well as run Known Distance events when appropriate.
Gray Hats are Senior and Master Instructors - all of the above, plus they are expected to actively mentor when needed at all levels, and further the mission on a larger scale. They are meant to be the Standard Bearers for the Program.
I hope you found this enlightening.
