An eye opening four-part series on the Youth Rehabilitation Act in DC which has been used to give more lenient sentences to violent, often repeat offenders. There is a move underway to try to change the law to apply to non-violent offenders only. Part 1 of the article details the horrific rape of a women at her home near the Stadium-Armory metro station in the early afternoon. The crime was committed by a repeat offender who had been given lenient sentences and put back on the street time and time again.

They are STILL at it:  today they made it nearly impossible to suspend criminals who attend DC public schools for all but their most serious crimes, such as possibly assault and battery (but only in extreme cases).
