I'm betting that the majority of them are stolen. People who ride these things around in traffic and on sidewalks like that aren't usually the type to use their own ATV. They just steal one or buy/trade for a stolen one.

Back in '13 when I was doing the reconstruction on 95 they would try their hand at " off roading ".
It was funny as hell watching someone who had the IQ of a turnip try and negotiate a jobsight. Funniest thing is that all had a pack mentality, follow the leader. It didn't end well for them... |

I saw these thugs run over a Philly cop 20 years ago and broke his leg. Bastard got away on his stolen quad. I was just visiting for some Sunguard work and it was pretty shocking to see this level of thuggery but I was never a city slicker so maybe that is normal.

It was some years ago, but I seem to remember an effort in the city to tow abandoned cars. Cars that were just parked and left sitting for years in some case. Towing seemed reasonable but when they started talking about the number of towing companies involved and that the number of vehicles was in the thousands, I had trouble imagining how it even gets to that point.
Ive seen the ATV joyriding videos and feel pretty much the same way. |

I hate that MODOT has I 435 NB and SB all jack up by the stadiums. Forces me into to hood to head to work in KC KS off 71hwy. Such crappy driving down there it's scary |

About ten years ago a Chinese pocket mini-bike store opened in the local mall selling mini-bikes for less than $200.
Within a few months there were hundreds of them on the streets, mostly with kids 6-16 but plenty of adults. It got so bad that I had to drive under the speed limit because you never knew with four 8-year old kids would pull up next to in traffic riding along at 45 mph without a license, registration, insurance, or a helmet. After a few of the children got run over the city decided to enforce the existing laws and started confiscating the mini-bikes and demanding a parent pay fines. About two weeks later and the streets were returned to adult drivers and semi-registered cars. |
