Part of the problem is Japan's high cost of living, people can barely afford to live a decent lifestyle, ie they are too busy trying to survive, so raising a child is at the bottom of the "to do" list. Japan is a very conservative society, in Japan both parents must be Japanese citizens in order for their child(ren) to be Japanese citizens. The Japanese people born to Japanese women with black American fathers after WW2, are treated very poorly.
