Yes, a 10 FFL is a superset of an 07 (mfg), which is a superset of 01 (dealer). It also costs 10 times as much as 07/01.
For your second question, that is extremely common. Everyone selling over the internet or posting their FFL online anywhere has that, or something like it, stamped or written on their FFL. It just means that anyone who has a copy of it can't take it to a LGS, gun show, PP sale, etc and claim to be the FFL and OK to do a no-check transfer.
