It looks like a stupid check dam on a mud job in a subdivision with the wrong size stone that got blown out by a heavy rain event. They may be using it for an ad-hoc containment structure downstream of the accident since I see some booms laying around and maybe not. OP didn't provide a link so it's kind of hard to figure out context beyond that.

There doesn't seem to be one person (like a Federal On Scene Commander like Thad Allen during the Deepwater Horizon) in charge of the clean-up. Easier to shift blame around and duck responsibility that way.
No bird washers either I guess because this stuff just kills them, it doesn't get them oily. |
