Great thread OP and agree 100%. Dukat was an excellent villan.
I'd give a very close 2nd place to the Borg Queen, as a couple people mentioned. Also, as others said Garak was a great character as well. One of my favorites. And DS9 Trek is, indeed, best Trek. Quoted:
