@rfox Yes, of course you should let HR and management know.
For all you know, he could (1) be downloading child porn, or (2) be downloading or mailing out company confidential information, or (3) be ordering illegal drugs, or (4) be doing any of a few dozen more illegal or firing-offense activities.
If you don't report it, the company, and police, and prosecutors, and your future cellmates, will think it was you.
Back when the internet was still young, a coworker got the resign-or-be-fired treatment because he was watching porn all the time at work. Even though he was in a shared cubicle with multiple female coworkers. And although not explicitly stated, from comments they made, some of it was child porn. Apparently he was too dumb to know that the company tracked and logged people's internet activities.
