I have 5 different kilts. 3 tartan (Clan Donald/MacDonald) and 2 TDK from 5.11. I'm the Deputy Commissioner of Oklahoma for Clan Donald, USA and what that person is wearing in the picture is a high waisted skirt. That is not a kilt.

I am scottish for the most part, Clan Keith and Clan Douglas and I own kilts from both clans. I have ONLY ever worn them at the Scottish Highland festivals in Colorado. Otherwise they hide in my closet until some caber tossing is to be done. Also, these are full on Great Kilts, not the skirts.
