Works in countries like the Netherlands were 3 wheelers can be driven with a car drivers licesne rather than a lengthy and expensive motorbike license.

I would love to have a motorbike besides the car but cant be assed to get a second license with all lessons, the theory exams, the practical exams and waiting period to be able to ride anything interesting.

I clicked on about 15 states randomly on their licensing page, only California allowed a can am to be ridden with a car drivers license.

What makes the can am a motorcycle and the slingshot a car?
one you sit inside of with a seatbelt, steering wheel, and typical car controls. The other you straddle and control with handlebars.

It's not rocket science to see why states generally classify them differently. If you want a more specific answer start calling DMV offices.
