They have collars and we do teach them that's it's not acceptable. And I'm sure he tells neighbors that we are the problem, which they already told us that we're not. It may be hearsay, but we got written statements from every single neighbor stating our dogs aren't a problem.  I just talked to the neighbors across the alley (which is the next closest house to our fence which is about as far as his house to our fence) to see if they will come to our court date to testify and back up their statement and they said they would.  We aren't that neighbor, but according to our neighbors he's that neighbor.  This isn't the first time he's caused this kind of problems with neighbors on our block.

If the problems have included "that" neighbor calling 911 on his other neighbors you might want to get a copy of his complaints or 911 call logs from the city.  If he's made dozens of complaints and no one else is that shows a pattern of behavior by him.

I wasn't sure if I could get the calls he made on others. The chief of police just told us he's called and complained about other people too. I'm getting every report from when he's complained about our dogs. To to show the judge every time the police came out, the dogs were already inside.

It might be available under FOIA.  If the Chief of Police is sick of his shit, he might even expedite the request.
