The tube the hand guards are mounted on free floats the barrel. It's what they used to call a DCM (now CMP) free float tube for high-power service rifle matches.
Sold as kits of the upper receiver grouping . They were sold this way to be able to convert your gun to another configuration without having to buy the whole gun. They are marked on the side of the upper with the caliber for this reason.

I’d say it’s a 6700 variant.. like a a 6700DC.. IIRC the 6701 was sold as a complete rifle but the caliber markings on the side of the receiver tell me it’s a conversion upper like Tig already mentioned
