This, reloaders have used .308 bullets in x39 for years to make blasting ammo if .311 bullets were scarce.
I'd agree this is them probably maximizing their component utility and using the common .308 150gr. FMJ. Or hell, maybe they used an in-between bullet around .309-.310 as a catch-all for all the various "30-cal" loadngs.
