My PSL-54 re: shortening the barrel. How short and what should I expect the cost of doing so to be?

If the internet is correct, a PSL benefits from having a shorter barrel. I seem to recall shortening it to 20" is a sweet spot for reducing whip and impriving accuracy.

Is this a good idea and what should I expect to pay?

I value my PSL for aesthetic and historical reasons. I would see no reason to ruin that regardless of cost. The day of them being affordable with cheap ammo are gone.

I wouldn't shorten it.
