Steel case is generally cheaper, so you can usually shoot more of it for the same cost Vs. Brass.

Steel case often has a harder military type primer, which may take more "umph" to strike.  

Not a problem with SKS or AKs, but some AR based 7.67x39 guns need an enhanced firing pin & stronger hammer spring.

The main difference other than case material, is that steel-case is usually Berdan primed, whereas most brass is Boxer primed.

Steel-case is reloadable, but it's very difficult to obtain Berdan primers, plus it's way more of a pain to de-cap.

Ballistically there's no difference.

Steelcase used to be way cheaper too, 200 bucks for 1000 just a few years ago. But that's changed now.

Brass is running about same price as steel I’d go brass cased. Belom, Igman, both good PPU and Norma the Norma has horrible accuracy in my experience.
