Direct quote from Stag Arms offices,
CA/NY Compliant firearms come with the Cross Armory Fixed Magazine Device.
This means the magazine is permanently fixed into the receiver, and attempting to remove it would destroy the lower.
To load the firearm, you must separate the upper from the lower, and load the magazine while it is still inside the lower receiver.
To clarify, I am not an FFL purchasing directly from Stag. I wanted to make sure that the FFL dealer in my area is offering CA/NY Compliant model in their store inventory. I'm in New England, and
I do not want a CA/NY Compliant rifle. I want to reload it quickly like any other rifle. Wanted to avoid accidentally ordering one of those, then have to hassle with a return.
My local dealer has model SKU: STAG10000142
The CA/NY Compliant seems to be SKU: STAG10000148
So there is subtle difference.
