If you look close at the second to last cartridge (#101) you will see that the base of the projectile jacket is not turned in as seen on normal PS ball projectiles. This is an "enhanced penetration" projectile (7n??) that was an experimental replacement for the PS ball. It has a HARDENED steel core although retains the nominal shape of the mild PS core. Apparently Klimovsk used up the left over projectiles after the new projectile type was not adopted and made them into "hollowpoints" for export to the US. I've seen these in 711 91 and 711 92 lacquered steel cases as well as 711 91 copper clad steel cases. I think your cartridge started out as a live round that someone in Europe deactivated. The hole location is too high for the original Russian sample dummy cartridges and these dummy cartridges are known to have the plastic plug style projectile.
