This is from Miami Vice Season 2.  They guy (a KGB asset / traitor) is holding a Colt 9mm SMG w/ drum.  But what is that on the carrying handle?

It was an embarrassing time.

Glad that smart phones weren't a thing back then...

Nerd factoid - That actor was David Rasche,
                         who played the main character
in the '86-'88 TV show Sledge Hammer!,
portrayed as carrying, sleeping, and showering
                         with his S&W 629 .44 Magnum.

red Helium-Neon Laser.

You young kids don't remember but before laser diodes were an affordable thing, they had to make lasers in large-ass tubes in order for an amount of light coherent so light could occupy the same time (frequency) and space (wavelength).

In the 80s these started to be in sizes that could fit on firearms but not compact - Once laser diodes came out in the  90s they got much smaller

Edited to Add that is David Rasch - Sledgehammer - A spoof of Dirty Harry

40 years from now people will be amazed how shitty and large 2023 night vision goggles were compared to what will be available then.

Pawn Shop Clerk: These are brand new; we just got them in. That's a good gun. Just touch the trigger, the beam comes on and you put the red dot where you want the bullet to go. You can't miss. Anything else?

The Terminator: Phased plasma rifle in the 40-watt range.

No shit, Ah-nuld, we all do.

Hey, that's Surf!

A clone build would be quite doable, except for that gigantic laser. Otherwise, an XM177E1 with a birdcage flash hider and an MWG 90 round drum would get you there. Although, I'd wager that the "XM" on the show was not made by Colt.

"Surf's up, pal!"
