At about 20:49 there appears what looks like a man wearing some sort of IR reflector suit while wearing NV goggles himself ad he wanders another's camp site setup.

The video was taken with a night camera that uses IR, obviously.

At one point, the man appears to know the camera is there. Presumably he can see the camera's IR through his NV goggles.

But, why is he see through, and where did he score that suit?

I don't think so.

I say that because it looks like the IR camera only records when it senses him, and since it's not sensing him much of the time, it looks like he's moving fast when he's actually moving normal or slow. The two glowing eyes are the IR from the goggles he's using to see in the dark. That's definitely a person wearing some cloaking device. That is abundantly clear as he inspects the camera.

if a person wears a color and has the same luminosity of the the background, MPEG codec will not refresh the frame. Thats probably what is going on. aka ghosting

or take a huge leap, and this is a active camo predator. Occams razor and all that

I think you're onto something here. Clearly this is a man who has next gen IR cloaking technology and his best use of it is to investigate a campsite.

I see this on my Wyze security cameras.  If someone is wearing all black and is moving slowly enough the cameras don't even see them.
