Thinking about it a bit more, I'm starting to believe there was something major discovered.
Some low-mid level FBI guy assigned to the Weiner sexting case identifies something pertinent to Hillary's investigation, runs it up the chain of command all the way to Comey, who then sends a letter to Congress; that's a hell of a lot of action for something like "another email that may or may not have had a confidential paragraph marking." |

Makes me think they had to notify Congress because whatever steps they take next in the investigation, e.g. new interviews, subpoenas, etc., would have been hard to hide from the media.
