That city of Dallas logo is on all kinds of bullshit all over Pleasant Grove, cars, tattoos, etc.. Giribaldi bazaar is in Pleasant Grove and the whole area is like 95% Mexican. Based on what I'm seeing, this dude follows the pattern of so many other nutjob shoots. These posts by him look like incel scribble to me. The lack of attention from the opposite sex, and the RSSIs combined seem to be the most common factor.
His black shoes with the white writing look somewhat familiar.
