That resignation letter is undated, I.E. it was one of the ones that Cabinet level officials give to the president when they get confirmed and he keeps in the desk just in case.

Sessions probably did the job that needed to be done. Now it's time to burn a few swamp creatures to the ground. That could make the new House majority a very interesting thing... |

IIRC, most of the authority granted by the Controlled Substances Act is vested in the AG. I'm sure that Sessions would have refused to reschedule cannabis, and Trump likely accepted that as a condition of his appointment. Trump could direct the AG to make that determination, and the AG's only remedy would be to resign. That may in fact be what's happened here (though I doubt it).
