SHOCKINGLY, all those academic "studies" and media puff pieces were fucking wrong (but they'll never answer for that), it didn't work.
Their solution?

That's right folks, the rain dance didn't work.
So they will raindance better and sacrifice more virgins.

See, because their implicit bias institutional racism (it's like climate change, but for social categories) sacrifices to the woke gods didn't work?
Do it more. That'll fix it.
Announce new expensive never-ending programs, opposing the church is a clear sign of bigotry.
If it doesn't work? It was clearly the fault of that 19% of their electorate that hasn't seen a policy proposal of their liking get passed in a generation.
