Seems like it would be difficult to smuggle dry ice undetected.  Doesn't it smoke and also damage skin if it comes in contact?  
Put it in a cooler and wear gloves.
 

Or just wrap it in towels or newspaper. The "smoke" is just vapor, if it's diffused through something, it goes away pretty easily.

That's my guess. I bet an employee figured out a way to get that shit in with no problems. I had to attend a training session with CHP back around 1999 or 2000 concerning dry ice bombs. At that point, if I remember correctly, we were briefed that getting caught in CA playing with that shit was a felony.
They told us there had been one death caused by a dry ice bomb. Training videos were pretty cool but that is about all I can remember.

The maintenance guys got bored. Dry ice is used in shipping stuff. Calm down, Holder...

If you put a small piece of dry ice in a guy's street shoes 15 minutes before quitting time, it goes away. The shoes remain rock hard, tho'...
