If the percentage of black prisoners in Canadian jails exceeds 2.5% of the prison population there should be a nationwide alert and no more should be arrested until some of the brothers are let out.

The middle of the country is owned by whites/natives and the East coast is a bunch of saltwater Hutterites. |

I believe that Canada finally put a visa system in place for all visitors from Mexico to try and prevent most of that behavior, but I'm not 100% sure. |

I'm going to share a true story. The intent is not a statement on race. It's simply the story of one individual. Back in the early 80's, I was an active duty marine stationed in Japan. While I was there, I was able to take college courses. One of them was a constitutional law class taught by a USMC JAG lawyer.
In class one evening, a black marine raised the question "Why are so many minorities in American prisons?". To which the Major replied, "They are committing a disproportionate amount of violent crime.". We noticed over the next couple of weeks that this black Marine had been missing class. My buddy and I asked the Major if he had withdrawn from class. The Major told us that the marine had been arrested by Japanese police and so far charged with 7 counts of rape. Apparently, this Marine was spending his weekends in Hiroshima stalking a raping women. This begs the question; Why are there so many minorites in Japanese prisons? |

Wow, I honestly did not know it was that low. Seriously. There's only 50k black people in my province and we're bigger than Texas, IIRC.  Most of them live in Ontario (see: Toronto) or Quebec. If I drive outside of my city any distance, there's a good chance I won't see another person of skin color the rest of the day. |

Starting to see more blacks here trying to adopt the 'thug' culture image that is commonly seen south of the border. Since the population of blacks is relatively small, the law breakers are caught and jailed quite easily. The reason being is that their own parents who immigrated here and found a better life through hard work and accepting Canadian values will not harbour a criminal. They turn in their own, so to speak.
Plus, if a black person is stupid enough to commit a crime in an area where there will be witnesses, they are handily caught because they stand out because of their skin colour. Nothing racist about it, they are just easy to spot. |

Change in sentencing laws? Blacks used to get clobbered in ny because cocaine sales were by total weight so an ounce of crack was the same as an ounce of pure cocaine and crack was more prevalent in black areas. So small time black crack dealers got sentenced like they were Scarface.
Blacks and Hispanics were still way over represented in the state prison system before crack anyways.

Uniformly, people would assume that he was Hatian. They were always amused when they discovered that he was from Houston and they were always nice, but he certainly did stand out. He was often introduced as "From Texas –– he's an American, eh!" because it was common enough that the French would start right off the bat when they saw him. |
