The 46-page presentation NBC News obtained said the economic zone would be a $3 billion project encompassing 1,700 square miles.
At issue in El Salvador is a proposal to expand and develop a Japanese-built deep water port called La Unión, located in the Gulf of Fonseca at the intersection of Salvadoran, Honduran, and Nicaraguan territory. China is proposing to expand the port and establish trade zones that would exclude U.S. and European companies, allowing Chinese port operators, Chinese shipping companies, and likely Chinese service providers, to dominate the zones, Ellis said. When the Europeans ruled most of the world they mainly had the ports, and few key cities and a understanding with the local leaders who was really running things. Sometimes the local population wouldn't even be told of the new power arrangement for decades.
