The MSM does not seem to understand there is not control for the emergancy spillway.
It is "activated" by the height of the water. |

To be fair, I believe they did cut back on the flow to the main spillway to reduce the damage and erosion. That allowed basin level to rise quicker and reach the level of the espillway. So yes, they did take some actions that resulted in use of the espillway. That action may be helping cut back on damage to the main spillway. |
