I did some reverse image searches and the pic was taken at the Washington Square Park in New York City. No information could be located as to the identity of the female in the photo.

To me she has a average face, her youth is making her look more appealing to the OP probably. Small bust, wide hips, feminine like most women from that era which is a contrast to majority of big cities today
