It was his brother in High Plains Drifter. Pretty sure. The guy being whipped didn't look like Eastwood.
The supernatural ghost thing is Pale Rider. Comes out of the mountains with healed bullet wounds in his back. God sent him as a preacher.

He was a ghost in Pale Rider, so it's not hard to imagine him as a ghost in High Plains Drifter.

There is a vapor effect at the bookends but the editor uses a dissolve for Marshall's entrance and exit.  It was manipulation of the footage that indicates he was a ghost.  If the filmmaker wanted it to be obvious that the man was his brother, there would be no reason to do that.

This is just one reason why it is easy to interpret the man being Marshall.

Any of the bullet scars on his back wounds/should have been fatal by themselves.

Stockburn mentions that the man he knows is dead, and hints that he killed him.

Stockburn recognizes him as the man he killed just before being killed himself.

They were in denial. They stood by and let a good man be assassinated, something that a small group of their peer orchestrated. Duncan didn't just come back to exact revenge on the outlaws, he forced the town to face its own crimes.

Short of actually breaking it down Barney-style, it couldn't be more obvious.  It's ALL in the clip that you posted in the first post.

The guy at the end comments that he never knew the stranger's name.  The stranger said that yes, he did.  The guy's eyes go wide.  The camera tilts/pans and lingers on the marshal's name on the tombstone.
Yes, there were heat waves as he rode off, but if you look carefully, they do a dissolve.  The stranger disappeared.

The stranger is the marshal's ghost/revenant come back to exact revenge on those who killed him and the cowardly town that stood by and watched.  To exact the revenge that he wanted, including screwing with the townies, it wouldn't really do to come back looking the same, would it?  People would just flee in terror.  No revenge possible.  By assuming a different guise he can get in among them and put the twist on 'em.

In regards to the original question about Duncan, my opinion is he was Duncan, coming back for vengance.
Remember the line from the gal in bed asking him about Duncan and if a man won't rest with an unmarked grave ?


Regarding Pale Rider:
I see preacher as an avenging angel.
He was called into action when the girl was praying after they killed her dawg.

They didn't recognize him because he was a ghost. At the end, he disappeared from the road as he rode away from the town. There was nowhere to hide. He vanished. He was a ghost.

IIRC when he shoots Stockburn the bulletholes are in the same places as his own scars too.
