As a retired urban cop I encountered the “homeless” on a daily, sometimes hourly basis.
They’re not depression-era hobos hopping trains, looking for an honest days work.  They’re fucking bums, crackheads, felons and shitbag losers sucking up government resources.  Many of them are capable of murder.

You can’t just build your house wherever you want because your homeless, that’s not how this shit works. I get that they are poor but that doesn’t matter, I can’t just go build a 5/4 with a 3 bay shop in the middle of Yellowstone or right in the middle of Central Park. It's where the easiest drugs, most lax police enforcement, and most "compassionate" guilty limousine libs are.  That's why they congregate there from all over the country.

These aren't complicated people; they're fallen addicts or self-medicating headcases (or both), almost exclusively.  The actual redeemable homeless don't stay that way for long, even without assistance.  They find something to do for income after a couple weeks, and find a crummy place they can afford to rent a few weeks after that, and find a greener pasture to move to a month or so later.  Happens every day, all over.  It sucks for them, and it would be nice if we could all express our misplaced guilt by helping them through it, but since those good folks are such a minority all we end up doing is subsidizing inhuman behavior and suicidal decisions.

That’s one of my few criticisms of Reagan. He defunded mental health services and emptied out psych facilities. One of my girlfriends lived up the street from a mental hospital in Foxboro, MA and when it closed, they just kicked all the patients out onto the street. She woke up to some guy in a gown pissing right outside her window and three more sleeping in the yard.

"Uncomfortable" means making them face the reality of their low place; that means not being high.  And you don't need a police state to stop bums from being able to get high easily, you simply need to punish those who enable them.  Even badly crazy folks prefer being high to bring not.

500$ fine for giving to a pan handler would solve a lot of this.  As much as cops hate dealing with bums, they'd *love* enforcing such a law, and city governments would love the revenue.  But you gotta put it in place before your situation gets to the point the city government represents the bums' interests more than functional citizens'.

Even Gov. Newsome admitted the state’s high cost of living and high taxes are driving people into homelessness a couple of months ago (as he continues to increase taxes).

But those people aren’t the ones we’re talking about. I hated working in LA. They set up tents and shit in the streets EVERYWHERE. It’s disgusting. They have a perimeter of cleanliness around the Staples Center but only two blocks away and you’re stepping in shit. I was there when some homeless guy set about 20 tents on fire under a bridge about three blocks away. I was trying to get to my nephew’s apartment but the whole street was blocked off.

It’s a big part of why I left California.

Austin tried the bum porta-pottie approach, $750K worth of shitters plus a shower trailer.  All told, almost 1.4 million for a year contract.

Good observation. You know these people are capable of reasonable/acceptable behavior because they display it when they think you are giving them something they want. As soon as they perceive you as disrupting their effort to get what they want, they turn to threats and other unacceptable behavior.
Just ask their former families.

Why?

The simplest explanation is most often the truth, and every one of them seems to reinforce it, as well as history.

40 years ago these were called "bums."  And they drank and shit themselves to death on the same streets that the "homeless" of today live on.

There are so many totally free options to get off the streets and none of them want to. It's a choice for most, not something imposed on them.

I can see that happening in LA, too.  You have 36,000 homeless.  How many toilets do you provide? 1:100? so 3,600 toilets.  
It takes only one mentally ill person who doesn't act in a socially acceptable way and drops an atom bomb in one toilet to take it out of commission.  Then you need constant cleaning of the toilets.

Toilets for homeless are a mini-bandaid on an arterial cut.
