Here's something interesting to think about. In an era where it takes general officer approval to do, well anything in the .mil, it is interesting to read about a situation where junior people were given a job and empowered to do that job.
There were a lot of unknown areas in the western US in the late 19th century, and the USG actually sent out several expeditions to survey and map the lands. One of these expeditions was delegated to the Army in 1872. Enter 1st Lt George Wheeler, Army Engineer, West Point class of 1866. Lt Wheeler was given command of an outfit, including civilians, that was tasked with exploring, surveying, and mapping areas of the southwest. From 1872-79, the Wheeler Survey was out in the field, and an annual report was written by Wheeler and sent to the Yankee War Department through the Army's Chief of Engineers. Many photos still exist from the expedition: Library of Congress photo collection- George Wheeler As do the reports and maps: archive.org- "Geographical surveys west of the 100th meridian" In 1879, the expedition was discontinued, as responsibility for mapping was given to the newly formed US Geological Survey (which still exists, producing what are called "maps" which few people know how to use anymore). Wheeler was promoted to captain, and then kind of disappears into the mists of history, retiring from the Army in 1888 as a major and moving to NYC. |
