I think OP must have seen one of those straight to video films that cable channels might show only once or twice. A lot of them just recycled the plot of an older movie or two with slight changes. That's probably why it sounds so much like BMTHOAG. The stepmom thing is probably the most unique aspect,  or at least it was in '98.

The TV guide idea might be the best solution,  unless you can find an arfcom for b movies.

I'm sure it was one of those type of movies as I never seen it again and I have a great memory when it comes to movies and actors.
I'm one of those guys that knows character actors like Marco Rodriguez and Robert Lasardo.
I even tried to start a Lobo Sebastian fan club. That should give you an idea of how obscure this movie must be.

OP,

Parts of your plot description reminded me of a messed up movie I vaguely remembered watching on IFC around the same time period. Only reason I remember the time period is because I got IFC with my first DirectTV subscription and it was a big deal going from 5 rabbit ear channels to 200+ on Sat. What I remembered from this movie was an older Sloot sleeping with two teenage boys, parts set in Mexico, with road trip shenanigans, etc. I somehow managed to find the name of that movie and looked up the full plot. It’s missing other parts you described, but you might enjoy it anyway if that’s your thing.

Her brother that played the priest/mafioso kind of resembled the guy that played Fryer Tuck in that Kevin Costner Roin Hood Prince of Thieves movie and played the scientist in Richie Rich with Maculy Culkin, but it wasn't him as I checked.

Nope, I remember the thread about a year or so ago here in which a guy couldn't remember that movie with Eric Roberts and Lance Hendrickson called The Nature of the Beast, in which Lance used a Blackjack  Viking Raider Axe, I wasn't a member here yet or I would have mentioned the axe that Lance used in that movie.

That movie was released three years after I saw the one I'm talking about and they never found a head in that movie and the movie I saw was in English
Not to mention,  the movie I'm talking about was nobodies and Diego Luna has become a huge star in supporting roles with A-listers like Mark Walhberg.
