GLASGOW, Ky.   A Barren County constable is facing multiple charges after Kentucky State Police said he joined in a police pursuit that he did not have the authority to be a part of.

Law enforcement officers began pursuing a stolen vehicle in Barren County Tuesday, and as the pursuit entered Hardin County, they discovered that Barren County Constable Joseph Ramey was also part of the chase, state police said in a news release.

Ramey was driving "in a reckless manner at a high rate of speed, nearly striking the cruiser of several law enforcement officers," according to the release.

Ramey, 29, took office in January and "does not have any law enforcement certification," state police said.

He was driving a Honda Odyssey with green and amber emergency lights. The van had a star and the words "Kentucky constable" on the side, state police said.

Court records show the constable was arrested on charges of assault   domestic violence and unlawful imprisonment in the early hours of Jan. 1, after a woman called police to report that Ramey, her boyfriend, had handcuffed her and held her against her will.

Yeah, they're basically the same a sheriff's deputy but with a jurisdiction smaller than an entire county.  Counties can have up to 8 precincts, each of which has their own constables.

And yes, they do traffic enforcement as well as other duties.

I think it varies wildly depending on jurisdiction. Again on Justified it was said that they were kinda like process servers. Delivering legal documents, serving notifications that kinda thing.

That's a great question...but Kentucky does some weird stuff.  I think their Jailer is an elected position.  I remember seeing campaighn signs when I've been traveling, and see "Cletus Cummins for Jailer"

Today, a constable is more like a court deputy for escorting prisoners. In Florida in the ‘40s and ‘50s they were elected gun carrying LEOs that worked directly for the governor’s office, and had more jurisdiction than the county sheriffs. They were elected in districts, much like state representatives, that cover more than one county.

Maybe it's different in TX, but "constables" in states where I've seen them are basically hobby cops with limited powers and duties who do things like serve papers. They're the volunteer firemen of cops, and love to put lights on their personal cars.

My old trucking boss became a deputy coroner, ran around open carrying a pistol and telling me he had powers of arrest too. KRS is really serious about who can do what, without a trip to the LEO academy down at EKU you really can't do squat.

It’s an elected law enforcement position here in TN. I’m one. I suspect it’s the same in KY. I retired with 25 years of federal law enforcement experience and ran for the position to assist my local SO with issues on my mountain (they run solo alot). The position has been disbanded in many parts of TN by the County Commissioners. A state judge can remove one for misconduct pretty easily. The position, while probably good at some point in history, is fraught with land mines for a county that has them. Lack of appropriate 4th amendment training being at the top of the list.

I do ride a longs with my SO and they have expressed their appreciation for my help. I tread lightly. Speaking Spanish doesn’t hurt either…

Constables with big heads can get themselves in a legal pickle in a hurry. TN has passed legislation in the last 5 years making the training requirement much more extensive. A lot more needs to be done.

In Texas they're sworn LEO, which makes no sense to me.

I see them out on I-45 running traffic like a DPS trooper.

Most of them have giant mountain man beards and head to toe in mismatched 5.11 shit. It looks unprofessional as fuck and shouldn't be a thing IMO.

Two constables in my County got arrested by the FBI in 2020.  One was my constable for my District.  One even shot an FBI agent and got shot back in return during his arrest.  He survived because he had a fat belly and the bullets didn't get through into anything vital, I shit you not.  He died in prison and the other is still serving his time.  Kentucky can be wild.
