Op i would still consider digging down to the roots of the tree on your side of the fence and injecting them with tordon. Dead tree needs taken out and isnt safe for a playhouse...

He's also the mayor, so I anticipate any code/etc complains from my part will be met with backfire. So, what ideas for building some structure/etc for obstructing the view?
