Yeah they explained it in one of the Live PD episodes when some viewer asked and it was explained that the person possessing the stolen vehicle has already shown an assumed inclination to commit a crime as serious as stealing a car so they treat it as though they are likely to commit other serious crimes.

Honestly, I get that.
I also get that they are 'unknown' and LEO's have to treat every situation as a life threatening case.
I do.

But I think with experience, they'd learn to be able to discern when things are 'suspect' and when it's like "Ok, this doesn't seem so bad".
I realize those are the situations that can go bad. It's a mixed bag for me because I see training interfere with common sense and decency.

Maybe I'm way off.
