A walk out to prevent a quorum in the Senate is protected political speech under the first amendment. Thus a walk out to prevent a quorum not fall under the Measure 113. If a walkout were deemed to still fall under the measure by the SOS, then Measure 113 itself is unconstitutional because it prevents political speech via prior restraint.

It is the only action the legislators who represent red counties (which is most counties in the state) can take to effectively represent their constituents. The Rs should demand to be recognized and request an excused absence each time they stand up to use the bathroom or leave the room for any other reason.
If someone doesn't ask for one, demand the parliamentarian mark them with an unexcused absence. Demand the roll be called every 20 minutes to ensure a quorom, and demand to hear the excused or unexcused absence status of each person not present, etc. Grind the legislature to a halt under their own rules.
