These seem to be the current "facts"
1) 5 Muslims were contacted by someone claiming to be Muslim, they agreed to do the attack. 2) Someone supplied them with weapons, ammo, incendiary devices, vehicle inside Russia. 3) They carried out a successful attack without any police/military intervention (for 90 minutes?). 4) They almost escaped but were somehow identified and tracked down before they could get to a border. 5) They were captured alive by Chechens (who typically aren't that friendly) and they immediately explained everything. 6) Islamic State took credit for the attack and provided a photo of the attackers before the attack. 7) Putin blames Ukraine. In my opinion it's either IS got very lucky then Russian got very lucky, or it was all setup by Russia - they setup the attack, told the attackers to send the photo to IS (why?), let the attack happen without interruption, then knew exactly what car to stop to catch them and get confessions. |

After the first attack on the World Trade Center, a commission empaneled by then President Clinton and congress, recommended that one of the ways to combat terror attacks would be to deny them their victory by denying it was an actual terrorist attack when possible. There have been a few times since then that I wondered if that is what our government was doing. The Las Vegas attack is one I question. |

But I think Russia has room to ratchet up on civilian targets, even though they seem to hit malls and apartments 99% of the time. |
