Low interest rates hurt too, tremendously.  Pensions cannot be invested solely in stocks; they rely on a certain level of interest income that we haven't seen in over 10 years.
There's an easy fix for that - you let them collect full benefits for the first 5 years, then you reduce the pension by 10% per year until it gets down to zero.

Maybe for new hires but nah that wasn't the agreement for current employees/past retirees.

It's not that difficult to understand.

Also, Florida's Lottery is a scam.  The promise was:  100% of the profits after operating costs was to be used to fund education.
So they take the money, put it in the education budget, then transfer it to other State expenditures.

Technically, they aren't lying.
