Over is the proper method, but I have a dumb ass cat that sits on the toilet seat and will sit there and spin off an entire roll for fun which is a bitch to rewind so putting it under prevents it from doing that. Outside of that, it annoys the shit out of me when my wife rolls it under. I suppose I’m spoiled to have such petty things to get irritated about but it does irk me.
