You are absolutely correct that "in Syria" is plain English. If you don't believe the scrivener of that article, feel free to disagree with him. Based on my knowledge and experience, training a few thousand rebels in a surrounding sanctuary is not a logical (or tenable) approach. Where else would we train them that makes more sense?
