I was getting passed because it was one of my SBR lowers.

That's pretty awesome. I'm glad the prof likes it. I mean, hospitals don't typically plan specifically for biochem terrorism in specific, as it's unlikely and would generally be covered under other disaster plans that are more likely, but throwing it in there for fun doesn't hurt anything.

And no, there really is not a lot of coordination between the various agencies and underlying infrastructure, which is one of the reasons why disasters are always such a complete clusterfuck.
