There are similar structures near San Diego and Tijuana.
My guess is the currents have pushed sand into these places and made them the shape that they are.  Attached File |

One of three things.
Entrance to the undersea tunnels that travel all the way to Vegas used by the USN submarines. Megalithic structures from 11,600 years ago that were flooded when a comet landed on the Laurentide Ice Sheet and melted it sending huge floods into the sea rising sea levels 300 - 400 feet. Just a funky under sea geologic structure.
