In the context of Pulp Fiction it meant crack heads as in those who hit a crack pipe. Crack heads are usually mentally unstable willing to do just about anything for a little rock which a guy like Wallace would provide in exchange for doing horrific things to Zed.

No need to provide a "source". I was in my 20s in the 80s and we used to hear it in bars. Intermixed with pipe layers union. Before the internet people actually went out and socialized. Also used then around NYC by the leg breaker types.

It’s a term that any normal human attributes to some one hitting a pipe or hitting a dick.

The line itself was delivered by a pretty cool black guy, who half of GD would probably boycott if they put it together that he played a “woke” role as gay firefighter.
