Not necessarily the most prolific (that honor goes to Harold Shipman, a British doctor who killed 218+ patients by injecting them with diamorphine).  Rather, the one you would least want to be in the same room with.

1.  John Wayne Gacy - Known to have murdered a minimum of 33 teenage boys and young men between 1972 and 1978, 26 of whom he buried in the crawl space of his Chicago home. Gacy was known as the "Killer Clown" due to the fact he often entertained children at social events dressed in a self devised clown costume.

2.  Dennis Rader - Known as BTK (Bind Torture Kill.) Murdered 10 people in Sedgwick County (in and around Wichita), Kansas, between 1974 and 1991.

3.  Fritz Harmann - Also known as the Butcher of Hanover and the Vampire of Hanover, because of his preferred method of killing by biting through his victim's throat, sometimes while sodomizing them. He would then dump the bodies in the nearby river Leine. Believed to have been responsible for the murder of 27 boys and young men

4.  Luis Garavito - Child-murderer, torture-killer, and rapist known as "La Bestia" ("The Beast"). Confessed to killing 140 boys between eight and 16 years old over a seven-year period in Colombia and neighboring countries. He is suspected of murdering over 300 victims, mostly street children.

5.  Jeffrey Dahmer - Ate some of his 16 (possibly 17) victims and kept their body parts in his freezer.

6.  Daniel Camargo Barbosa - Child and woman murderer, believed to have possibly raped and killed over 150 victims, primarily targeting female children as they were more likely to be virgins. Confessed to killing 72 victims. He strangled young girls in Colombia and was arrested, but he escaped from prison and he started killing in Ecuador; rearrested in 1986,

Dishonorable mentions:

Edmund Kemper - American serial killer and necrophile who murdered ten people, including his paternal grandparents and mother, whose decapitated head he had sex with. (10 victims)
Clementine Barnabet - 17 year-old Louisiana axe murdering voodoo priestess (35 victims)
Mikhail Popov - Russian serial rapist-killer nicknamed "The Werewolf" (78 victims)
Alexander Pichuskin - Stated his goal was to be Russia's most prolific serial killer. (48 victims)

My vote, based entirely on his portrayal in the series 'Mindhunter' is Ed Kemper.  Hell, I wouldn't even want to be in the same room with the actor who portrayed him so brilliantly.

Those guys are bush league as far as crazy scary shit goes. Look up Richard Chase, the vampire of Sacramento.  He would buy rabbits, inject their blood into himself, then put them in a blender and make rabbit shakes.

Kemper due to his physical size. The rest of them are cowardly little cunts who couldn't kill anyone unless they had a weapon and/or snuck up behind them AND the victim was a female.

ETA: this is a response to which one of them I'd be scared to be in the same room with. Assuming they aren't armed.

That’s why I voted BTK.  Dude WAS the literal “Boogieman.”  He would hide in your house, unseen, until he decided to reveal himself.  Random murders always are the scariest to me.

I admit, freezer man got my vote.  It was like major publicity and don't remember many of the others.  I imagine he wouldn't be the top of my list if I had time to research it but for now my answer stands.  I would hate for my family to ID me out of a Ziploc bag.  Send me down the river or bury me and let the worms eat.

Why do I single him out? Because he was never suspected, let along caught; no one had any clue for 100 years afterwards.

My Uncle is spending life in prison for rape and attempted murder of a young girl. Tied her to a tree in the middle of a winter in Wisconsin naked after stabbing her 27 times and raping her. Someone that girl got free and he got caught. He was a trucker and apparently there have been quite a number of murders with an identical M.O they're trying to pin on him in states he's been in around that time. Crazy.

From my reading, they think he may have been killing people for a while up there and they never found the bodies. Alaska is pretty wild, and in the ‘80s I would imagine there may have been people up there that went missing and no one even knew they were there.

According to Harold Schechter's book, which I read many years ago, there was some evidence found in his house that would tend to indicate Gein most certainly DID snack on human flesh.

It's been a lot of years since I read it though, so I don't recall exact details.

But yeah, he wasn't into frying up and eating a penis or two, like Jeff.

Local to me.

Went to school with one of his victims.

Due to rumor - and things were VERY locked down on court records, etc - it is thought that he removed heads and placed them for "visual impact" when the popo would enter the apartment.  Also rumors about removing nipples, etc.

From what I saw/read/heard a while back, he got an erotic arousal from seeing a victim's intestinal mesentery.  That's a level of disturbed above and beyond the usual for even serial killers.
