There are flag weenies that have judged them all and based their assessments on flag design principles and aesthetics. That is certainly a valid to do it if you are running a beauty contest. If you go that route, any state with their name and/or state seal on the flag is lame.
That is not how I judge. I am not a flag weenie. I judge them for what they represent...and VA wins. Hands down. The state's flag (and seal) sends a clear message to our own government - if you are a tyrant and oppress us, we will kill you, and rule ourselves. Contest over. But for worst, I might have to go with the poster above. That Washington state flag is horrible. |

The litmus test is if you can shrink it down to the size of an emoji and still tell what it is immediately, then it's okay. Florida could be a circle inside of a red X and you'd know it was Florida. Colorado's is good for this, as is NC, GA, et cetera. Another fun fact is how many southern states still include a hidden confederate flag in them. NC and TX still incorporate the Bonnie Blue flag.
