I'm torn between things the government has done to individual groups of citizens (Waco, Japanese interment camps) and things the government did to everyone (Social Security, Welfare, Progressive Income tax)

I'm not sure it's the "worst thing" from the perspective of the individuals, but it's a terrible thing from the perspective of the communities.

Consider that the federal government took pains to couch the SNAP program - "food stamps" - in such a way as to make it more palatable to communities who chose not to use it. They told them they could use the benefits to buy seeds for their gardens. When the rates of people on food stamps in those areas began to rise as a result, they touted it as a victory and issued press releases patting themselves on the back.

Allowing slavery when the Constitution was written.  Then we could have avoided nearly ALL of the shit that followed.  No Civil War, no KKK, no Jim Crow South, less gun control, no democratic party, no great society, no affirmative action, no gay-ass "wAr oF nOrThErN aGgReSsIoN" threads in ARFCOM.

(yeah, it enabled us to compromise enough with the southern states in order to ratify the Constitution.  It was probably worth it, we are still the greatest, most free nation on earth.)

But in addition to all that's been mentioned so far, I am going to add COINTELPRO.  The MKUltra drum gets beaten in ARFCOM all the time, and it pales in comparison to the widespread nature of COINTELPRO, where the government attempted to disrupt political and social organizations, using illegal behavior, up to and including murder.

Kinda like what's going on right now, come to think of it.

This and some of the experiments that the US Army conducted on people that were unaware of the experiments and never had any chance to refuse to be experimented on, including intentionally exposing people to chemical and biological weapons and radiation.
