At 25 miles he should have been able to see the island (in good weather).

During workups for WestPac with the USS Peleliu we rescued 2 idiots that tried to get to Catalina Island from Long Beach on rented jet skies (a 22 mile crossing). A heavy fog rolled in and they missed the island, one guy got really lucky and found our ship while we were turning "Gator Squares" off of San Clemente Island and our SAR bird found the 2nd guy. Once they passed San Clemente, there's a whole lot of nothing for a few thousand miles.
