To answer why so many officers present, citywide assist went out and multiple districts responded. The narcotics call was our narcotics strike force, they've been hitting known drug areas all over the city today.

That's my take. Not an "active shooter" in the typical media panic sense.

Drug dealers downstairs are shooting at the cops who are arresting the drug dealers upstairs. Getting into a gun battle with the police sounds like a great way to make sure your friends end up dead.
