On the ground.

I did find 5 .308 rounds on the top of  the trash last week.   If there are ammo boxes laying there on top I check them.  People will stuff empties back in there.  Would you leave a box of .338 Lapua brass sitting on top of the trash?

Literally at a outdoor range doing some load work up with an AR I had at the time. This old fucker is walking around picking up my brass. I finished the group and let him know I reloaded and wanted my brass back

I find lots of good ammo at the range. Some of it still in the box. When shooters go to check their target they abandon all that is on the bench so I pick it up and keep it.

I miss being a range rat like you OP.
My work was 7 minutes from a popular club, and I was out there often.    I figured out when the LE was scheduled for a couple bays, and would show up about 20 minutes before they were done.  There was enough once fired brass and live ammo left on the ground it would give a penguin an erection.

It used to be so easy and free.

I guess I am too. Our range has a police your ammo and brass rule, which is largely ignored. I usually spend  an hour or so at day's end policing brass and steel from the lane I'm using, and maybe the one next to it.

I was an instructor for my agency for nearly 20 years.  I shot on several ranges.  One was SO owned and was cleaned up by inmates.  It was always spotless.  

Another range was state owned and we would schedule it for quals in the morning.  It was always full of brass and live rounds - until the end of 2013.  After that it was picked clean.  

We used to have to police our brass after shooting.  After Newtown though, a few guys were queues up to use the range as we were finishing.  One of them, an older gentleman, said he would pick up our brass for us.  He faithfully showed up every quarter for a couple years (the LE shoot times were posted on the range schedule).  

We had 20 officers, each would fire about 150 rounds pistol for qualifying and practice then 50 rifle.  When clearing weapons, or performing emergency cleaning drills, we typically just let the live rounds lie. I estimate  that we left over 100 live pistol and 50 or so rifle rounds on the range plus the 3,000 rounds of once fired pistol brass and 1,000 rifle.  

There were usually a couple LE shoots every week.  Not a bad haul for that guy.

87% have no primer strike.


And 50% of the ones that do will fire if rotated 180.
